Babbage did his Engine work in the 1820s -- but he lived another 40 years and was active to the end. Joseph Henry invented the electric relay in 1835. So a tentative yes -- provided that Babbage could change his essentially analog gear-based designs to a binary relay-based system. He was pretty smart, though.
